Educational Choice for Children Act (ECCA)
The U.S. Congress passed the Educational Choice for Children Act (ECCA), the first-ever federal scholarship tax credit scholarship program as part of the 2025 budget reconciliation bill, or “One Big Beautiful Bill Act”. While signed into law on July 4, 2025, the U.S. House Committee on Rules is reviewing the Bill to define ambiguous language and clarify details absent in the current legislation. The Committee on Rules must complete their review by Fall of 2026 and the Bill will take effect on January 1, 2026. Currently, the Bill allows individuals a $1,700 credit towards their federal taxes for contributing to a qualified scholarship organization.
